The Dalek Emperor's Mobile Chariot.

Whilst the Emperor on the rebuilt Skaro remains in its huge immobile shell after the Human Factor civil war the Emperor wanted a more direct means of overseeing the empire.

This chariot (one of many) acts as a mobile drone that it can connects its consciousness too directly, splitting itself across all realms of the Dalek race.
